This sketch site plan shows the Market and broad street area.

The key to this project was balancing the fact that most users of the building would be entering from the rear parking area and the more noble idea about reintroducing people to historic Market Street.

Another concern was how the building would work. The offices that the building will contain were quite diverse, but could be grouped into three Christmas Carol-type categories-building past, building present, and building future. I used this to organize the building, putting the public interaction on the ground floor to energize Market Street in city "shops" where services are performed. Above, the building became a traditional office building with a high number of places where city and county bureaucrats could intentionally and accidentally get together and talk.
